Government would rather hear from you than your lobbyist.

So we don’t speak for you. Bayview builds the case, the materials, and the read on the room — and you carry your own file into Ottawa, Queen’s Park, or city hall.

Most advisors send someone to speak for you. We put you on the side of the table that decides.

Government decisions turn on the submission, the bid, the brief — the documents that move a file from question to approval, and that’s where we prepare you to work.

Principal-led on every mandate. Senior judgment on the file, the principal himself, not a junior team billing hours against a generic playbook.

The Direct-Voice Method.

Four stages that get you ready to carry your own file, from the first read to the decision in the room. The same on every mandate — and you end it holding the file, not us.

01

Listen

We read the file first — your mandate, the constraints, and who actually decides.

02

Map

We map who signs off and which gates apply, across federal, provincial, and municipal.

03

Engage

You take the meeting. We prepare the strategy, the materials, and the answers to what they'll ask.

04

Deliver

You carry the file to the decision; we stay beside you until it clears the gate.

05PrincipalBayview Strategies

Led by a senior advisor who has worked inside the rooms where files move.

Bayview is principal-led by Gurkamal Dhahan — Director of Government Relations & Partnerships at Mitacs, and formerly Senior Policy Advisor on Innovation and Technology to Ontario’s Minister of Economic Development, Job Creation and Trade. Every mandate gets that judgment directly — the principal himself, no junior delegation.

06QuestionsAnswered

Questions, answered straight.

What does Bayview Strategies do?

Bayview Strategies prepares Canadian founders and entrepreneurs to make their own case to government. Rather than lobby on a client's behalf, the firm builds their own government-relations capability: the strategy, the submission or bid, and a clear read on who signs off, then readies the founder to put it forward directly, because government would rather hear from the person who built the business than from a hired lobbyist. It works across federal (Ottawa), Ontario (Queen's Park) and other provinces, and municipal government.

Where is Bayview Strategies based, and what regions does it serve?

Bayview is based in Toronto, Ontario, and works across all three levels of Canadian government — federal files in Ottawa, Ontario files at Queen's Park, other provinces, and municipal government.

Is the firm principal-led?

Yes. The principal you hire — Gurkamal Dhahan — does the work himself: the strategy, the submission, the preparation, with no junior delegation. The difference from a lobbying firm is what happens next — you take that work into the room, in your own name.

Which government frameworks does the firm work within?

Engagements are built against the standards the file is judged by: Treasury Board submission rules, PSPC procurement procedure, the Defence Procurement Strategy and its ITB and Value Proposition frameworks, and federal R&D and innovation streams such as those administered by ISED — alongside the matching provincial and municipal machinery.

Who does Bayview Strategies work with?

Founders and entrepreneurs first, alongside innovators, industry associations, public-sector bodies, and operators in regulated sectors — the people who are stronger making their own case to government than sending someone to make it for them.

How does an engagement run, and how quickly does the firm respond?

Every engagement follows the same method — Listen, Map, Engage, Deliver — and starts with a 30-minute scoping call. Bayview replies within one business day with an honest read on whether it's the right firm to prepare you for the file.
